From focusing solely on outputs towards prioritising outcomes and impacts that are genuinely experienced by the rakyat. 5. From reactive policymaking towards more strategic, data-driven and long-term planning. Collectively, these transitions reflect a broader aspiration for a more resilient, inclusive and citizen-centred model of development for Perak. PPRC 2026 reaffirmed the state’s commitment to ensuring that future progress is not measured solely by economic performance, but by how far development enhances the wellbeing, dignity and confidence of its people.
